Abstract

In the context of increasing complexity of social processes and the digitalization of public governance, the provision of public security is transforming from a monopolistic function of the state into a form of joint activity involving civil society. This thesis examines the theoretical, legal, and institutional foundations of citizen participation in ensuring public security based on a comparative analysis of foreign models and national practice in the Republic of Uzbekistan. It is argued that contemporary security systems are evolving from hierarchical structures toward a model of co-production of security, in which citizens act as active subjects of prevention and response rather than passive objects of protection. Particular emphasis is placed on the role of digital platforms and the mahalla institution as key intermediaries between the state and society.
