LOCALIZATION OF THE SUSTAINABLE DEVELOPMENT GOALS IN THE CITIES OF UZBEKISTAN: INTERNATIONAL EXPERIENCE AND PROSPECTS FOR INTRODUCING VOLUNTARY SUBNATIONAL REVIEWS

The article examines contemporary approaches to the localization of the Sustainable Development Goals (SDGs) at the subnational level within the framework of the 2030 Agenda for Sustainable Development. It demonstrates that the achievement of global goals largely depends on their effective implementation in cities and regions, where the majority of the population, economic activity and infrastructure are concentrated. The paper analyzes international practices of preparing Voluntary Local Reviews and Voluntary Subnational Reviews, as well as monitoring tools developed by UN-Habitat, OECD and other international organizations. Particular attention is paid to the opportunities for adapting international experience in the Republic of Uzbekistan in the context of public administration reforms, digital transformation and implementation of the Uzbekistan–2030 Strategy. The study substantiates the importance of establishing a national system of subnational SDG monitoring to improve regional policy and evidence-based decision-making.
