CORRUPTION RISKS IN ROAD CONSTRUCTION: CAUSES AND CONDITIONS OF THEIR OCCURRENCE

This thesis examines the main corruption risks that arise in the construction of motor roads. Particular attention is given to the causes and conditions that create opportunities for abuse at the stages of planning, public procurement, contractor selection, financing, construction, and acceptance of completed works. Such factors include insufficient transparency of tender procedures, weak control over the use of budgetary funds, conflicts of interest, inflated costs of materials and services, as well as a formal approach to assessing the quality of completed works. Such violations lead to increased public expenditure, deterioration in road quality, delays in construction, and a decline in public trust. To prevent corruption, it is proposed to improve the transparency of procurement procedures, introduce digital monitoring, conduct independent inspections, publish information about contractors and project results, and strengthen the accountability of public officials. Public participation, the use of open data, and regular monitoring of each stage of the project are also of great importance. The implementation of these measures will help reduce corruption risks, improve the efficiency of road construction, enhance infrastructure quality, and ensure the proper use of budgetary funds in the interests of the state, society, and road users.
